There are a range of publications produced that make reference to TOMM, these vary from publications TOMM has knowingly contributed too, and others where TOMM has been referenced.  The increasing reference to TOMM indicates it’s acceptance as a useful tool for tourism monitoring and destination management.  The recognition of TOMM in the World Tourism Organisation’s 2004 publication, was certainly a turning point for TOMM on the international stage.

Monitoring for a Sustainable Tourism Transition: the Challenge of Developing and Using Indicators (2005)

TOMM was selected by author Louise Twining-Ward as one of only four case studies of best practice in sustainable tourism monitoring to be included in this co-authored publication.  This publication considers how monitoring utilizing indicators can assist the transition to sustainable tourism.  The book explains why monitoring is important to a range of stakeholders and also examines monitoring considerations such as, what and where to measure; cost of monitoring; and presentation of data.  The book also highlights the process of establishing indicators and techniques to use them, along with examples of indictor monitoring in practice around the world.

Indicators of Sustainable Development for Tourism Destinations: A Guidebook (2004)

The principle author of this publication was very pleased to include the Kangaroo Island TOMM case study in this book, as one of the most advanced applications of participatory processes and one where indicators have begun to make a difference on the path to sustainability.  

The World Tourism Organisation solicited case studies from some 20 destinations worldwide, seeking to identify best practice and to include the lessons learned in indicators and planning.   The principle author has noted that the Kangaroo Island case has been one of the most productive; as it is clear that indicators have been an integral part of an overall planning process towards sustainability, not just for tourism but for the whole destination.  The Guidebook is meant to be the definitive work on the definition and use of indicators as a central building block in sustainable tourism and sustainable destinations.  The WTO views this as a central theme for future tourism, and a means to reduce the risks and capture the benefits for destinations and their residents.

Developing a Tourism Optimisation Management Model (TOMM), a model to monitor and manage tourism on Kangaroo Island, Final Report (1997)

The original report for developing the Tourism Optimisation Management Model is still an excellent reference document even though the model has evolved since its inception in 1997.  Outlining the TOMM monitoring program, management response and implementation plan gives an overview of how it was first thought TOMM would develop an evolve.

Reviewing existing management concepts such as Carrying Capacity, Limits of Acceptable Change and Visitor Impact Models, TOMM took tourism management to a new sphere.  TOMM was specifically developed on Kangaroo Island for Kangaroo Island, not only to monitor tourism but to develop a process to make better decisions about tourism.
